Frank O’Neill
Frank O’Neill is executive vice president and chief risk officer for Voya Financial, Inc. (NYSE: VOYA), a leading health, wealth and investment company.
In this role, O’Neill is responsible for overseeing Voya’s enterprise-wide and business-level risk monitoring and management program for the organization. Specifically, O’Neil works with Voya’s board of directors and senior management to establish and manage an enterprise risk appetite framework consistent with the company’s strategic goals. He also serves on Voya’s Executive Committee.
O’Neill has nearly 30 years of experience in the financial services industry across a variety of leadership roles. Prior to his current role, O’Neill was the chief financial officer and chief risk officer for Voya’s Wealth Solutions and Health Solutions businesses where he was responsible for the management of the financial health and management of risk within the respective businesses.
Before joining Voya in 2015, O’Neill held the position of senior vice president, Corporate Development, for Manulife Financial where he managed business development opportunities including mergers and acquisitions, and the design and implementation of capital management solutions.
O’Neill is a fellow of the Society of Actuaries and a member of the American Academy of Actuaries. He also serves on the board of Junior Achievement of Greater Boston. He earned a bachelor’s degree in actuarial and financial studies from University College Dublin.

The company had approximately $890 billion in total assets under management and administration as of Sept. 30, 2024.
